The Toledo is Toledo, Spain. I am not sure where the expression originated. I imagine it has to do with the history of Toledo; other than that i can't say. (i remember this was a favorite expression of Danny Thomas'.)

Durning the 50s many of the mobsters hid in Toledo and Toledo didnt rat them out. Since men of the mafia are religous they named Toledo holy.
I might be wrong but thats the rumor in good-ol Toledo
