What does the greater in "Greater New York" mean?

If you were to say New York (of Newark, the city doesn't really matter) I would understand what you were trying to say. But then, why do some news articles, websites, etc sometimes say Greater New York? Is that a specific area or is it just an adjective that can either go or stay?

The Greater New York area, or the greater area of any major city, would encompass the suburbs as well.
