It means Ireland Forever and it orginated in the late 1790s under an Irish Catholic Seperatist movement designed to free Ireland from the English Crown. They tried to revolt but failed but they were not all killed and continued to plot and wait for their time for freedom eventually forming the IRA in the early 1900s.
